RAPID CITY, S.D. – Laura Armstrong has announced her candidacy for the Ward 5 seat on the Rapid City Council, marking a bid to return to the governing body where she previously served for six years.

Rod Pettigrew is the current incumbent.

Armstrong, who served on the council from 2017 to 2023, cited a desire to re-engage with local government and emphasize transparency in municipal decision-making. During her previous tenure, she held leadership roles as the chair of the Legal and Finance Committee for two terms and served twice as Council President.

“I am excited to return to City Hall and get back to work for all Rapid City residents,” Armstrong said. “Our community deserves leadership grounded in accountability, transparency and collaboration. I have always believed that when we bring people together, we find the strongest solutions.”

Her past service was characterized by oversight of the city budget and long-term fiscal planning. Since leaving the council in 2023, Armstrong has continued her professional work as a speech pathologist at Black Hills Speech Pathology and has remained active in local non-profits. She currently serves on the Board of Directors for the Black Hills Humane Society and is the Executive Director of the Minneluzahan Senior Center.

The campaign for Ward 5 will focus on infrastructure planning, economic support for small businesses, and strategic growth management. Armstrong noted that her approach to the council involves balancing the needs of a growing population with the preservation of existing community values.

“Smart growth means planning intentionally-protecting what we value while preparing thoughtfully for the future,” Armstrong said. “We must create places where people feel connected, supported and heard.”

Armstrong emphasized that her involvement in Rapid City affairs continued after her previous term ended. She stated that her experience in both the public and private sectors prepares her to address the current challenges facing the city.

“I never stopped doing the work,” Armstrong said. “Whether holding an elected title or not, I have remained dedicated to our community. I am ready to serve Ward 5 again and help lead Rapid City forward.”
