RAPID CITY, S.D.-Rapid City experienced its best April ever for building permit valuations, marking the fourth-highest month for permit valuation totals overall and the second-strongest January-April valuation tally in the city’s history.
The figures are reflected in the monthly building report for April, issued by the Rapid City Building Services Division.
The report notes that activity in April included the issuance of 212 building permits with a total valuation of more than $92.7 million. This total shatters the previous valuation record for the month of April, which was set in 2021 at $55 million.
The April total also ranks as the fourth-highest month for valuation in city history. The growth was anchored by a permit valued at $64.8 million issued to Black Hills Power Inc. for the engine hall and fire pump house at the Black Hills Energy Lange II Power Plant, located at 3710 Deadwood Avenue North. The Black Hills Power permit is the third-largest permit in terms of valuation total ever issued in Rapid City.
April’s monthly valuation total is surpassed only by November 2019 at $123.4 million, May 2022 at $112.8 million, and January 2018 at $97.5 million.
For the first four months of the year, Rapid City has issued 792 building permits with a combined valuation total of $160,587,787. By comparison, the city issued 710 permits through the first four months of 2025 with a combined valuation total of $122.4 million. The current January-April valuation total is the second-highest in history, surpassed only by the $178.7 million valuation tally in 2018.
Historically, the highest-valued individual permits issued in Rapid City include the $111.5 million Summit Arena at The Monument in November 2019, the $92.5 million Monument Health Phase 2 expansion in January 2018, and the $61 million South Middle School permit in May 2022. Other significant projects include the $56.2 million Block 5 development in July 2023 and the $45.8 million Black Hills Corporation Horizon Point Headquarters in March 2016.
