PIERRE, S.D. – The South Dakota Senate took a significant step toward supporting military infrastructure on Thursday, voting 32-0 to approve SB 130. The bill, which now moves to the South Dakota House of Representatives, seeks to appropriate $8 million from the state general fund for roadway and infrastructure improvements surrounding Ellsworth Air Force Base.
The proposed funding is designed to mitigate and address the impacts of heavy construction activity currently taking place at the installation. Ellsworth is preparing for the arrival of the B-21 Raider stealth bomber and continues to serve as the home of the 28th Bomb Wing, B-1B Lancer bombers, and MQ-9 Reaper drone operations.
City officials in Box Elder noted that while the expansion brings opportunity, it also places immense strain on local transportation networks.
“Ellsworth Air Force Base is one of South Dakota’s most important assets,” said Rob Timm, Government Affairs Director for the City of Box Elder. “SB 130 is a straightforward and responsible step. It helps repair roads damaged by installation-related construction and brings them back to their original condition.”
The base serves as a massive economic engine for the Rapid City region. It carries an annual economic impact of nearly $900 million and supports approximately 9,100 service members, civilians, and their families. This activity translates to more than 10,000 direct and indirect jobs in western South Dakota.
Current B-21 construction projects represent an investment of more than $2 billion, following the recent completion of a $130 million runway project. These federal investments are expected to generate more than $80 million in state sales and excise tax revenue. As the largest employer in western South Dakota and the second-largest in the state, the base remains a focal point for regional growth.
“Supporting Ellsworth Air Force Base today helps position it for future missions tomorrow,” Timm said. “That means more jobs, more economic opportunities, and a stronger country.”
The passage of SB 130 is viewed as a demonstration of South Dakota’s commitment to maintaining the dependable infrastructure necessary to support the base’s mission success and continued federal investment.
