UPDATE AT 4:50pm ON JULY 3 – From the Pennington County Sheriff’s Office: The suspect, 27-year-old Lyric Hill has been safely taken into custody bringing this incident to a peaceful resolution. Charges related to the initial robbery and pursuit are pending.

Hill is a parolee (an individual still serving a prison sentence who has been allowed by the state to continue to serve their sentence in the community outside of the prison setting), who has been recently sought by law enforcement for his parole detainer.

It’s important to note that this is the busiest weekend of the year for local law enforcement with a variety of holiday related events and increased call-for-service volume. Hill’s dangerous actions put the community at risk and tied up law enforcement resources during an already-busy time frame.

We’re thankful for the peaceful resolution of this incident, and the outstanding interagency cooperation that contributed to the safe apprehension of a parolee. We will continue to be engaged in conversations about Parole at the state level, and we remain committed to serving our community, whatever the need may be.

RAPID CITY, S.D. – A massive law enforcement presence remains on the scene east of Rapid City this morning following an armed carjacking, a high-speed vehicle pursuit, and an ongoing standoff with a suspect in a field.

The incident began at 9:45 a.m. when the Rapid City Police Department dispatch received a report of an armed carjacking near W. Florman St. and Central Boulevard. Authorities reported that a male suspect stole a victim’s vehicle at gunpoint.

APennington County Sheriff’s Deputy later located the stolen vehicle and attempted a traffic stop near Antelope Creek Road. The driver refused to pull over, initiating a pursuit that headed east along Highway 44. Law enforcement successfully deployed spike strips, deflating the vehicle’s tires and forcing it to a stop.

The suspect then fled the vehicle on foot into a nearby field while armed with a handgun. Local law enforcement officers are currently on the scene attempting to negotiate a safe surrender.

Officials stated the suspect is known to law enforcement and has an active parole detainer for a violation of supervision. His criminal history includes prior convictions for child abuse with a victim under age 7, escape, second-degree aggravated eluding, and second-degree robbery.

The active scene has created a significant traffic impact on Highway 44, closing or restricting the roadway west of Radar Hill Road and east of Longview Drive. The public is being asked to completely avoid the area while authorities work to resolve the situation.
