RAPID CITY, SD—Rapid City is one of only 11 communities nationwide to be awarded a National Scenic Byways Grant, announced by the Federal Department of Transportation (DOT). Rapid City’s award for $7.125 million represents approximately 75 percent of the total of the second round of national grant award funding, and will support improvements on Skyline Drive.

The awards are part of the FY2023-2024 byways grants administered by the DOT.

Katie Pavel, City Grants Development Coordinator, along with Sara Odden and Michelle Lashley of the City Engineering Division developed the application.  The South Dakota Department of Transportation (SDDOT) submitted the grant on behalf of the City of Rapid City and SDDOT will coordinate the contract administration.

City officials indicate the project will make Skyline Drive safer, more accessible and more family-friendly while preserving the scenic, historic and cultural character that makes the roadway a unique destination in the Black Hills. Improvements will enhance safety for drivers, bicyclists and pedestrians, provide better access to trailheads and scenic overlooks, and improve parking and visitor amenities. Historic features, including stone walls and the iconic gateway, will also be preserved or restored.

“Together, the improvements will help protect Skyline Drive’s character while creating a safer and more enjoyable experience for residents and visitors.,” said Rapid City Grants Division Manager Jaimie Toennies. “The project will support tourism, outdoor recreation and continued enjoyment of one of Rapid City’s most scenic and recognizable corridors.

“We want to thank South Dakota DOT for their assistance and partnership during this granting process.”

City officials anticipate the Skyline Drive project is scheduled to bid in late 2027.

“Skyline Drive is one of Rapid City’s most scenic routes, and this grant lets us make it safer and more welcoming without losing the character that makes it special,” said Rapid City Mayor Jason Salamun. “We are grateful to the city staff who put this together and proud Rapid City is one of only 11 communities nationwide selected. This investment will help ensure Skyline Drive can be enjoyed for generations to come.”

The National Scenic Byways Program funds improvements along roads in the United States that merit recognition at the national level for their outstanding scenic, historic, cultural, natural, recreational, or archeological qualities.
