RAPID CITY, S.D. – The FBI is offering a reward of up to $25,000 for information leading to the arrest and conviction of the person or persons responsible for the 2023 murder of 73-year-old Patrick Carlow, Sr.

On the morning of May 19, 2023, Carlow was found murdered in his home near Oglala, South Dakota, located on the Oglala Sioux lands of the Pine Ridge Reservation. A federal investigation into the incident revealed that the murder likely took place overnight.

According to investigators, there were no signs of forced entry at the residence. Due to the nature of the homicide, authorities believe that whoever is responsible likely knew Carlow personally and maintained familiarity with the layout of his home.

“The FBI is dedicated to finding justice for all crime victims,” Christopher D. Dotson, Special Agent in Charge of the FBI Minneapolis Field Office, said in a statement. “It only takes one person to do the right thing for a grieving family. There is no better time than now to come forward with information that will answer the outstanding questions about Mr. Carlow’s death.”

The reward announcement distributed out of Rapid City is part of a broader federal surge of resources into Indian Country investigations. The localized initiative is being carried out under the umbrellas of Operation Steadfast Promise and Operation Not Forgotten.

Operation Steadfast Promise serves as a comprehensive resource surge aimed at addressing violent crime threats, including gangs, criminal enterprises, violent crimes against children, and fugitive apprehensions, while working to improve overall public safety in Tribal communities. Operating under this same surge, Operation Not Forgotten specifically seeks justice for victims of unresolved crimes by moving outstanding cases closer to resolution, providing critical services for victims, and bringing offenders to justice.

The FBI requests that anyone with information regarding Carlow’s death contact the bureau immediately at 800-CALL-FBI or submit details online at tips.fbi.gov. Information can also be reported to the nearest American Embassy or Consulate.
