STURGIS, S.D. – The council on Monday night also approved the low bid for the street improvement project for Otter and Raccoon Road. Sturgis Public Works Director Rick Bush says the project is intended to provide a substantial rehabilitation of the existing roadway rather than simply placing a new asphalt surface over the existing pavement. “This project includes a full depth reclamation of the existing roadway, shaping and subgrade preparation, installation of a geo-grid if needed once we get the existing asphalt out and look at the condition of the roadbed. Typically, the condition that that road is in with the alligatoring and, and some of that, that would be something that we’d want to make sure we have a stable base, Bush said. “Approximately 3 inches of new asphalt will be going back down. They will tear out some concrete curb, gutter, and some valley gutter improvements. Pavement markings are included in this program, or this project. This project includes approximately 8,710 square yards of full depth reclamation, which is about 1,500 tons of new asphalt.” Bush says construction is proposed to occur in phases so that the contractor can maintain access to properties on Otter Road between Raccoon Road and Pine Tree Trail. The low bid of $452,519 for phase 1 and $449,484 for phase 2 was submitted by Woelber Excavating LLC. Bush says the low bid is substantially below the engineer’s estimate of probable construction cost. He says the plan is to start the project right after Labor Day.
