STURGIS, S.D. – Meade County Commissioners Tuesday approved Resolution 2026-23, authorizing the application of a property tax credit pursuant to South Dakota Senate Bill 96. Commissioners say the resolution authorizes the application of monies available in the Meade County Property Tax Reduction Fund as a property tax credit against the County’s property tax levy on property classified as owner-occupied for the 2027 property tax year, payable in 2028. Chief Deputy State’s Attorney Ken Chleborad says “we’ll start collecting taxes in January, but we won’t have anything in the fund to transfer into the general fund for the county’s purposes, beginning on January 1st. So, the first payment that comes in, we may not have the money to transfer and we would be carrying a negative balance on that fund. That is the risk. So, this is this is a resolution saying we’re going to collect and we’re not doing a disbursement in next year’s owner-occupied status. And it would be applied the following year.” The property tax credit will be applied to all property classified as owner-occupied within Meade County in an equal percentage, as required by South Dakota law. The percentage of the property tax credit will be determined based upon the amount available in the Meade County Property Tax Reduction Fund and the applicable County property tax levy, in accordance with South Dakota Codified Law and applicable guidance issued by the South Dakota Department of Revenue. For fiscal year 2027, the Auditor is authorized to retain two percent (2%) of the Property Tax Reduction Fund for administrative costs. In each subsequent fiscal year, the Auditor may retain up to $20,000 from the Fund for administrative costs. Commissioners say they will administer the property tax credit in accordance with Senate Bill 96, Meade County Ordinance No. 60, applicable provisions of South Dakota Codified Law, and any rules, regulations, forms, or guidance issued by the South Dakota Department of Revenue.
