RAPID CITY, S.D. – Three alcohol establishments in the Rapid City area face potential fines after selling alcohol to an underage informant during a compliance check, authorities said. Two of the three located at Hart Ranch.

The Pennington County Sheriff’s Office conducted the operations on June 3, 2026, inspecting a total of ten open businesses across the county. While seven establishments successfully passed the inspection, three were cited for violations.

Law enforcement officials identified the compliant businesses as Corner Pantry – Moon Meadows at 7501 Dunsmore Rd. in Rapid City, Happy Holiday RV Resort at 8990 S. Highway 16 in Rapid City, Shipwreck Bar & Grill at 9356 Neck Yoke Rd. in Rapid City, Putz N Glo at 23694 Strato Rim Rd. in Rapid City, BJ’s Country Store at 13620 S. Highway 16 in Rapid City, Black Elk Resort’s The Palmer Creek Taproom at 12720 S. Highway 16 in Rapid City, and The Gaslight at 13490 Main St. in Rockerville.

The three establishments that failed the compliance check by selling alcohol to the underage informant were Hart Ranch Golf Course at 23645 Clubhouse Dr. in Rapid City, Hart Ranch Camping Resort at 23756 Arena Dr. in Rapid City, and Rockerville Lodge & Cabins/General Store at 13525 Main St. in Rockerville.

Employees who made the illegal sales were issued citations under South Dakota codified law 35-9-1.1. Furnishing alcohol to an individual between the ages of 18 and 20 is a class 2 misdemeanor in South Dakota, which carries a maximum penalty of 30 days in jail and a $500 fine.

The businesses themselves also face financial and licensing consequences. A first offense carries a $1,000 fine, which increases to $2,000 for a second offense. A third violation can result in the permanent loss of the establishment’s liquor and business licenses.
